This program is in accordance with the requirements established by the New York State Department of Health Statement (DOH), #98-10 for Public Access Defibrillators (PAD). The following outline indicates the policy for training, field use, maintenance, and quality improvement as indicated by the DOH guidelines.
Purpose The program is designed to encourage the rapid deployment and use of automatic defibrillators (AED) in case of sudden cardiac arrest.
Medical Direction Cornell University, New York State Agricultural Experiment Station, actively participates in a collaborative agreement with Dr. Barry Turek, Geneva General Hospital, who serves as Emergency Health Care Provider (EHCP) for Public Access Defibrillation Program. The collaborative agreement addresses the following:

Administration This program will be administered by Geneva EH&S in cooperation with theprograms Medical Director. Geneva EH&S will be responsible for coordinating initial and continuing training for qualified users and all required written documentation concerning the program. This includes, but not limited to the training records and the data submission to the Finger Lakes Regional Emergency Medical Services Council.
Training Qualified participants in the AED program will be enrolled in a SUNY Lifesaver class. The program members will be required to demonstrate proficiency in the application and use of the AED equipment each semester. Written documentation of completed training will be maintained in Geneva EH&S file.
Buildings & Properties (Administrative Office or Heating Plant) employees will be trained to call 911 to request an ambulance on-site at any time the AED is deployed.

Procedures
Upon notification of a medical emergency located on campus or farms, qualified AED user( s) will respond directly to the patient location, and AED equipment will be transported directly to the location by Buildings & Properties designee(s) to reduce the response time.
Qualified AED user will rapidly assess the patient for indications of cardiac arrest and solicit additional information from witnesses and/or patient's family. The user will perform appropriate medical interventions to level of individual training or certification. AED user will contact the Ontario County Emergency Center and provide an update of patient location and condition. They are required to brief other responders from the emergency medical system and facilitate a smooth transfer of care to transport agency.
Maintenance
EH&S or it's designee will follow the AED manufacturer's recommended regular maintenance and complete a maintenance inspection log.
Any maintenance problems are to be reported immediately to the Geneva EH&S. All repairs will be completed by the AED manufacturer.
Quality Improvement
AED users are required to complete a data submission form to the Finger Lakes Regional Emergency Medical Services Council following each use of the AED Equipment. The data submission form will include at least the following information:
• Name of organization providing PAD
• Date & time of incident
• Patient age & sex
• Estimated time from arrest to 1st AED shock
• Estimated time from arrest to CPR
• Number shocks delivered to patient
• Transport ambulance service
• Patient outcome at incident scene
